SBULLO, la Polizia al fianco dei giovani
(SBULLO, the Police supporting young people) Prevention campaign against youth violence and harassment via smartphone, aimed at primary school pupils.
The Lugano City Police, with the participation of the Gruppo Visione Giovani of the Cantonal Police, has been running the SBULLO prevention campaign for several years, aimed at primary school students of the Istituto scolastico (School Institute) of Lugano.
Since its first edition in Lugano in 2015, this initiative has seen growing public interest year after year. Today, municipal police forces, in collaboration with the Gruppo Visione Giovani of the Cantonal Police, are promoting the anti-bullying campaign in primary school classes in dozens of localities throughout the Lugano area.
Since 2023, the campaign has evolved to focus on the digital world and has been renamed (CYBER)SBULLO.
The Lugano City Police conceived and promoted this campaign on bullying and cyberbullying due to its strong relevance and necessity. The aim is to address those who, despite their very young age, are or could soon be exposed to the phenomenon of youth violence and online harassment.
- Address the topic of violence, theft, vandalism, and graffiti
- Educate young people on the values of respect, identity and differences, self-esteem, and the recognition of emotions
- Help young people consciously face the risks they may encounter while browsing the web and social networks
- Teach young people how to protect their personal data, photos, or selfies uploaded to social networks
- Raise awareness among young people of the need to immediately report risky situations to their parents and to openly communicate with their teachers at school
The Police decided to relaunch the campaign in 2023 under the new name (CYBER)SBULLO, which was also confirmed in 2026. (CYBER)SBULLO focuses on:
- the various types of offenses associated with youth violence and other illegal activities carried out via the internet
- the values of respect, identity and differences, appreciation and self-esteem, emotions and their recognition
- the internet, tablets and smartphones, social networks and everything that revolves around them
- how to recognize and deal with the risks that may be encountered while browsing the web and using social networks, finding the necessary tools to protect oneself from them
- measures to protect one’s personal data, photos or selfies uploaded to social networks
- the need to immediately report risky situations to parents and to engage in open dialogue with teachers at school
Brochures published by Swiss Crime Prevention are also offered, particularly those aimed at young people.
The 2026 campaign, preceded by an information evening for parents on November 18, 2025, was organized during the month of January in collaboration with the local school institute and was addressed to fourth-grade girls and boys, for a total of approximately 430 students from 25 classes who met with police officers.
