Lugano looks to 2030 with the new Digital Strategy: a connected, inclusive and sovereign future

The City of Lugano has presented the Digital Strategy 2025–2030, a plan to guide the technological transformation of the coming years. The goal is to make digital tools a natural part of daily life, useful and accessible to everyone: from young entrepreneurs to senior citizens, from families to residents interested in civic participation. Digital technologies should become a driver of trust, autonomy and well-being.

The strategy builds on the experience of 2020–2025 and responds to new challenges: the rise of emerging technologies such as AI, regulations on data protection and cybersecurity, demographic ageing and sustainability. At its core lies digital sovereignty, meaning control over infrastructures and data to ensure autonomy and security.

The plan involves the whole community — citizens, businesses, institutions and organisations — and draws inspiration from international best practices, promoting the ethical use of AI, data governance and digital infrastructures as common goods. It also aims to attract talents and innovative companies, strengthening Lugano as a reference point in blockchain and applied AI.

Governance is entrusted to the Digital Office, which coordinates and monitors projects, and to an Ethical and Scientific Committee, which ensures respect for human-centred principles.

The Digital Strategy 2025–2030 is a collective commitment: it aims for a simpler administration, secure and accessible data, greater civic participation and new opportunities for sustainable economic development. A digital city, the document stresses, can only be built with the contribution of the entire community.
